Mr. Mussler has spent his career dedicated to North Carolina’s environmental needs. He served as North Carolina Department of Environmental Quality’s Section Chief for the Solid Waste Section and wrote, or assisted in writing, all the major solid waste rules for NC over the past 20 years.

BIOGRAPHY
Mr. Mussler has years of experience in solid waste permitting. He has an advanced knowledge of state and federal solid waste law and regulations and has written, or assisted in writing, all the major solid waste rules for North Carolina over the past 20 years. Those rules include: the new CDLF rules, landfill alternate liner rules, and the Solid Waste Management Act of 2007 among others. He assisted in writing new coal combustion residual (CCR) rules for submittal to Region IV EPA for partial program approval of the federal CCR rule. Mr. Mussler’s expertise includes reviewing site and construction plans for solid waste management facilities, the use of geosynthetics and composite liners, leachate recirculation, waste screening and determination, bioremediation of petroleum contaminated soil, alternate liner design and modeling, landfill gas systems and landfill modeling.
